创建缺陷

创建缺陷并在同一事务写入 issue.created Outbox。

Pinhere 项目、Origin、缺陷、私有截图、Webhook、PAT 与 Chrome 扩展 OAuth API；覆盖固定 PontxSpec 中全部 34 个 Endpoint。Hub 提供文档和本地 SDK/CLI，不代理任何请求。
